Young leaders working on democracy, civic participation, and social change now have an opportunity to join one of Europe’s most important democracy events. The Council of Europe has opened applications for the World Forum for Democracy Youth Delegation 2026, a fully funded international programme that will take place in Strasbourg, France, from 30 October to 5 November 2026.
The 14th edition of the World Forum for Democracy will be held on 2–3 November 2026 under the theme “Rupture or Renewal? Democratic Security for Our Future.” The forum is organised within the framework of the New Democratic Pact for Europe, an initiative designed to strengthen democracy and prepare democratic institutions for future challenges.
Young participants selected for the delegation will engage in training, dialogue with political leaders and activists, and collaborative discussions on democratic innovation and youth participation.

What the Fellowship Covers
The programme is fully funded by the Council of Europe. Selected participants will receive:
- International travel expenses
- Visa costs
- Accommodation at the European Youth Centre Strasbourg
- Meals during the programme
- Participation in all official training and forum activities
Who Can Apply?
The Council of Europe is seeking up to 50 young participants from diverse backgrounds worldwide.
Applicants must:
- Be 18–30 years old at the time of the event.
- Be able to work independently in English.
- Be available for the entire programme, including online preparations and all activities in Strasbourg.
- Represent a youth organisation, youth movement, or civic initiative working on democracy, youth participation, or innovative democratic practices.
- Be able to share and apply the outcomes of the forum within their organisations or communities.
Additional Advantage
Previous involvement in Council of Europe youth sector activities, including projects supported by the European Youth Foundation, is considered an asset.
